Isopropyl alcohol also known as rubbing alcohol is different from ethyl alcohol.Isopropyl alcohol is form of alcohol made in laboratory especially for the purpose of sterilizing the skin. 

Ethyl alcohol, present in wine and similar beverages is produced diferently and has different action.

Isopropyl alcohol is more potent and is metabolized very quickly than ethyl alcohol and hence quick to act

It is a depressant hence involuntary functions may stop/ slow down, heartbeat will slow down and breathing becomes depressed and patient may feel like choking or vomit and deprication of oxygen.
